You're both right. As far as I know, cogs are the teeth on a gear and sprockets are gears that mesh with chains rather than other gears.

"Cog" and "sprocket" can both be used to refer to the entire thing. They've historically also been used to refer to individual teeth, but these usages have poor intelligibility in cycling discussions because they're either archaic or very uncommon with cyclists, and get confused easily with their other usage. "Sprocket wheel" and "cogwheel" can both be used intelligibly to refer to the entire thing, but among cyclists, it sounds goofy. For maximum intelligibility when referring to teeth, "teeth" should be used.

Sprocket:
Sounds funny but don't knock it
You'll lose it all if you don't lock it
and without one you'll just walk it
but when you're fixed you will rock it
like a power plug in a socket
put them greens in yo pocket...

Cog:
Like a lyin witness in the docket
ain't no matter how you talk it
on the street you cannot hawk it
and the fixers will just mock it
till in the end you will say fock it...

word.

A cog is a sprocket, but a sprocket isn’t necessarily a cog. A cog is a kind of sprocket, one of many.

So 4 years later...
Yesterday I inadvertently ended up stationary near some other bicyclists - conversation turned to my fixie and having read this thread earlier in the morning I told them that it is a Sprockie. They looked at me like I was weird and just rode off. Apparently this term did not catch on
