The GiGas chainring retails around $320. Sugino starts with a proprietary GiGas alloy, which is lighter and stronger than the 7075 t6 aluminum they use in all their other rings. They then machine the ring to a runout tolerance of 0.05mm, as opposed to the required 0.5mm for NJS certification. This requires special tooling and is a time consuming process, but results in far rounder chainrings. They then bead blast the ring, and submerge it in an electrochemical dip. So the short answer to your question is: materials and labor. The necessity for it all may lie in the fact that the lack of a variation in chain tension may provide a competitive edge for track atheletes. Personally, I don't think that it's Sugino blowing smoke up people's asses, and that it is a superior, albeit pricey, setup.
