The GiGas chainring retails around $320. Sugino starts with a proprietary GiGas alloy, which is lighter and stronger than the 7075 t6 aluminum they use in all their other rings. They then machine the ring to a runout tolerance of 0.05mm, as opposed to the required 0.5mm for NJS certification. This requires special tooling and is a time consuming process, but results in far rounder chainrings. They then bead blast the ring, and submerge it in an electrochemical dip. The special low friction coating is then hand polished. The teeth are finished by hand as well. The final result is strong, light, and extremely corrosion resistant.

The Grand Mighty crankset is machined more carefully than the 75, and undergoes approximately 20 more forging steps as well.

So the short answer to your question is: materials and labor. The necessity for it all may lie in the fact that the lack of a variation in chain tension may provide a competitive edge for track atheletes. Personally, I don't think that it's Sugino blowing smoke up people's asses, and that it is a superior, albeit pricey, setup.
