This is bad info. OS stems which are 31.8 will work just fine with Deda 31.7 bars. They are in fact the same size, one rounded up, the other rounded down.

well your defn of shim is wrong or incomplete.
i also said if it is correct shape and diameter.

well here you go guys. i'd rough both sides of the shim up with some sandpaper.
and if the shim is too wide. make some accurate marks and get the file out.

if u try to fit a 27.2 seatpost into a 30mm seat-tube hence the thickness of the shim will be (30 - 27.2)/2 = woteva, after u find the thickness then u bend the piece of metal in desirer shape that could wrap around the 27.2mm seatpost.

go back reread

thickness as in how thick the space that you are trying to fill doesn't matter...as long as the shim is the appropriate size or thickness and shape to fit said space...understand now.

or you could fit a 25.4 bar into a 31.8 stem as long as the shim fits
or
you could fit a 25.4 bar into a 26 stem as long as the shim is the appropriate size and shape and yes thickness
