Overhaul the bearings in my rear hub to get ready for the snow (the wheel has seen a couple thousand miles and is overall pretty muffed up on top of this) or save a little extra cash and build up a new rear wheel?

That is my experience too. Paselas run BIG, not small.

My 25c Pasela TGs measure 23.7 mm on my digital caliper. It's weird that the standard Pasela would differ so much in size.

An Alex DA16 laced to some no-name hub, probably just an unbranded formula, or something along those lines. If I went the route of a new wheel I think I'd either a) go smart and economical (kinlin/novatec), or b) get a second cxp33 to complete the wheelset.
