Fellow Tempo owner here. Did not know a thing about them until I built one up last year. I've said it many times throughout these forums that I continue to be impressed with how fast and responsive the Tempo is. I had mine in a fast paceline last weekend and it was very stable and kept asking for more! I have other vintage steel I wouldn't be as comfortable with at those speeds. You got a great deal and should love the bike.

That's a cool looking bike, but it brings to mind a question I've had for quite some time: What is the deal with the forward tilt of pullback handlebars?
I've seen this mainly on cruisers, but now it's starting to creep into the 3-speed community as well. The natural position of the hands would dictate the opposite; a slight backward tilt like that which is built into the bars on my Roadster:

The angle of these bars cannot be adjusted, they come with the stem as a unit. But when I ride this bike, my hands just fall naturally onto the grips. This forward tilt thing just looks awkward by comparison. Can anybody out there clue me in?

Great deal IMO! I paid about the same for one in not as nice of shape. Haven't really rode it much, it's waiting a complete rehab. But I also have Tenax Voyageur and Super Sport, and both are great bikes.
