meh, I can overlook a mm on each side for that price. Enve says 23 for these wheels, so I do it. If I want Cush I'll take the MTB.
My frame absorbs enough harshness I never notice it among all of the other **** that annoys me while I ride A road bike. If I rode more chip seal I'd probably be singing another tune.
