I actually I have already rotated them since that pic was taken. I did so once I discovered the discomfort with which I had to brake while in the drops.

Depends on the bend of the bars and your position on the bike. The photo of the bianchi is from a weird angle, so it is hard to tell how the bars are angled. However, I would say that they should be level or down, never up.

Thanks... I had just installed the Pro3 reds when the wheelset was on my Klein, couldnt shelve them yet lol... black will be coming when I wear these out. I have just a parts bin set of crank bros on now, am undecided on pedals. not so much of a Keo fan so probably speedplays....
