You don't have to wet sand a bike, but it sure makes it pretty. Just get some 1000-1200 grit wet/dry and sand lightly frequently dipping it in the water to keep the grit clean.

EDIT: I've only wetsanded one bike and it didn't have lugs. The whole lug thing might be a challenge.

Lugs help hold all the steel tubes together on lugged steel frames, like the Richard Sachs Newvex Lugs on this sweet Anderson frame.
