it's a reaction caused by oil based contaminants in the coat of paint...i would sand it down and repaint it...use a prep solvent to keep it clean...

since it moves laterally, when you tighten the nuts down, it will not extend any further than the track ends

i personally hate metal clips...they'll tear up the front of your shoes a lot worse than plastic MTB clips will


so to answer your question, I would buy neither, and instead pick up some all city...
