$200 is fair. Seller is running a bunch of gloss-- the premis was at the bottom of the Greenville Schwinns. It's still a nice bike, and in the smaller size would be gone in 24 hours here at that price. And the wheels likely do need pretty serious work-- I've had three of these in my hands over the years, and on every one the spokes were dangerously loose. Dunno what was going on there.
I've seen Varsity's sell for that much in Chicago! Actually the Premis was a very good mid level bike, it was between the slightly better Tempo and the slightly lower Prelude. The Premis used Columbus Tenax which was the SL tubeset but sold cheaper because Columbus kept the SL off. And the Premis used Suntour Cyclone derailleurs which by themselves shifted better then anything else from any other manufacture at the time and only barely bested by Suntour Superbe. And that Premis only weighed 22 pounds which was really good back then.
If that bike is in really nice condition and it has the original Suntour Cyclone front and rear derails I would buy that bike...if it fits of course.
Also if the loose spoke thing was a problem with those wheels, which I do not believe it was, it is easily remedied by just getting the wheels retensioned.

Price is acceptable. Is it the right size for you? You would probably need to be ~5'4" or so for that to work.
Note front quick release is on the wrong side. Hard to imagine a frame that small with the seat slammed like that, other than maybe someone's kid riding it.

unfortunately no, its a little small, going by guides i should be on a 22" or 55 cm road bike, i also thought it was weird that the seat was that low. Currently i ride a 19.5" mtb that fits me pretty well. Im an auto mechanic by trade and really want to get an old road bike for the experience of taking it apart and greasing/adjusting everything. I have done the same with my mtb. i might just go for one of the cheaper schwinns floating around but i really wanted a french bike...

But do stay tuned to the CL listings because something will pop up again and in a town the size of Chicago you can guarantee it will. But if you see something you're interested and the price is right you may have to jump fast because in Chicago if a deal is good the item will be gone fast.

Did you at least go see the bike? If not then you don't know what condition it was in. You may be right about the condition, but you may also have been wrong, without seeing it you'll never know. Some people don't know what they have and will sell a good bike for less money then it should sell for; some people don't know how to explain a condition of something and will say it's in good condition and in fact be bad, or say it's in fair condition and it could be good, one persons opinion of condition could be different then another. I away's go look at bikes regardless what they say or don't say, then I make up mind if it's junk and time to leave.
