It's actually much farther than that in road miles. If you wish to avoid crossing via the I-5 or I-205 you've got to go downriver and take HWY 30 West (and north on the compass) to cross from Rainier, OR to Longview, WA, then it's got to be 50 miles easy from the bridge back to my place.
The upriver option actually requires freeway riding on I-84 out to Cascade Locks and cross over to Stevenson area and HUGE backtrack on SR-14.

Here it's legal on I-205 bike path of course and emergency lane riding is legal at all points north of the river on the I-205.
On the I-5 riding is legal on the bridge sidewalk of course and then emergency lane riding begins to become legal starting at exit 7 all the way up to exit 101 up in Tumwater, WA.
As a general rule, all WA and OR interstates are legal to ride on except around cities where the onramps and offramps become so frequent you wouldn't want to ride on them anyways.
Gotta get off the freeway in Salem, Portland, Olympia, Tacoma, Seattle, etc.

Maybe I should hire coasting as my cycling coach.
One challenge is that due to the terrain/curves I can't establish any kind of rhythm for more than about 0.25 mile. Pacing is a problem because you've got to climb to the finish.
I found a video of the "flat" end of the course. I've ridden back and forth here hundreds of times over the years.

The Interstates are the only ways across the river without adding 100+ miles to your route. The I-5 Interstate Bridge has sidewalks. The I-205 Glenn Jackson bridge has a bike lane. No biggie. (well except when you encounter Interstate Bridge salmon like I mentioned in my ride report. Die, salmon, die!)
I've done Centuries and Metric Centuries that are at least 95% freeway miles. Sometimes it's the only reasonable way to go.

Nope, Exit 7 to exit 101 is totally legal on I-5 in Washington state. There are other stretches as well.
When you approach exit 101 there are explicit signs that state "all bicycles must exit".
I'm of the opinion they should bump the forbidden zone up to Exit 11 as there are good side road options there and a couple of busy offramps between 7 and 11.

I used to break the law and ride a 1-mile stretch of I-5 in Oregon that's off-limits to bikes because the alternative would've added 6 miles to my 15.5 mile commute. Luckily I never got popped in the year I worked down there.
I'm pretty sure the I-5 e-lanes down in Oregon are still legal south of the I-205 interchange in Wilsonville down to Salem and then south of Salem possibly down to California but there might be restrictions around Eugene, IDK.
