Doubtful. It looks to me like a hill that was cut/graded.

Hard to tell you for sure without seeing a bigger pic of that specific area. Just a guess...It might be from when they graded the area to build the road that the bike folks are standing on. In the cut/fill process for creating a roadbed through hilly terrain, sometimes you need to grab some additional dirt from somewhere, and hill adjacent to the work area is a typical source.

I don't know of any volcanic activity near there. I think it was scraped but I don't know why. There is a landfill above there and there are a lot of weird geologic formations around.
It's near Val Verde, north and west of Magic Mountain.

I saw a guy on a recumbent trike this morning, crossing a wi-i-ide intersection, from a stop, up a slight hill. They're not very fast off the line, are they?

Short story: I go out for a 20 miler today, 35º with light winds, and I come across a stretch of ice on my local trail. I decide to walk and it's rough and me and the bike are slipping and sliding. "My watch called you because I fell but I'm ok.
"You sure you're ok?"
"Yes, I'm fine."
"You must have fallen hard for your watch to directly call 9-1-1."
"Well, it was on ice and I'm fine."
"ARE YOU SURE/"
"Yes, thank you for calling me back."
"One last time, do you need assistance?"
I finally convinced them that I'm fine and they hang up. I tell my wife about it and that I'm going to disable fall detection. She objected.

Anyway, I wonder what parameters the watch uses to go direct to calling 9-1-1.
