Fixie foo kids occasionally come into the shop with their saddles angled like that. We always ask them why they think that's effective and the "reasons" are always hilarious.

Tourists tend to like to have a lot of hand positions for long distance riding so they can move around a bunch. I actually kind of dig how it looks.
However hopefully they will cut down that steertube soon. That does look a bit JA but I would assume they are still figuring out where they want to be!

I know you're supposed to have a level saddle but some are a bit tricky to figure out what's truly level.
Do you think the nose on my Flite needs to come up more to make it level? It's a good photo because saddle is right next to the top border for horizontal reference.

The problem with a pointing the saddle nose down is tendency to slide forward (gravity) so you have to push yourself back. This can become tiring very quickly.
To add confusion, the part of the saddle that needs to be level, is the pat that your sit-bones rest on, this varies from saddle to saddle. This is why you see most Brooks installed nose up, because that makes the the rear of the saddle level.
Your saddle looks fine, but more importantly is it comfortable in that position?

A level is just that...to level a flat surface. Seats that have a higher rear section will totally mess with any type of leveling tool since your butt isn't sitting on the back edge. You'll just end up with the front angling upwards at a goofy angle. I've seen Flites at this angle and it's usually followed with a bunch of "dude, lower that nose down, that's not a BMX seat."
