Well it seems that you have the option of changing out just the pads or the whole shoe. I'm thinking that it's just easier to change out the whole thing, unless some pads aren't available with the shoe.

To some extent, I agree with that. But I think it holds some new people back. Not everyone has thick skin, or will ever get the chance to find out if they do. And this place gets stale with all the same regulars all the time. So, yeah, if you are here for a while, you should get what this place is.
